Roni, I’ve learned to shop year-round to fill my boxes. I’ll hit up several stores the day after a big holiday to get items on clearance. The Mighty Dollar store near us has some great finds – all for $1. If you’re doing a large number of boxes, you can order the cardboard boxes from Operation Christmas Child for a very small donation. I know of several churches and individuals that do fundraising (bake sales, lemonade stands, garage sales, etc.) to cover the costs of shipping their boxes. I hope some of those ideas will help you to bring the cost down. Even just one box makes a difference!
